FUNCTONS OF THE DISTRICT VECTOR CONTROL UNIT AND DUTIES & RESPONSIBLITIES OF STAFF
FUNCTONS OF THE DISTRICT VECTOR
CONTROL UNIT AND DUTIES & RESPONSIBLITIES OF STAFF
1.
Carryout
regular and systematic vector surveillance to identify high risk areas and
predict the outbreak of vector borne diseases in the district. Prepare mosquito
profile and vector mapping of the district.
2.
In
high risk areas initiate and facilitate vector control activities in
collaboration with District Malaria Officer.
3.
Maintain
the existing morbidity management clinics and static clinics as usual.
4.
Participate
in the screening of immigrant population to detect vector borne diseases in
collaboration with District Malaria Officer as and when required.
5.
Compile
and consolidate the data and send report regularly to District Medical Officer
of Health.
DUTIES AND
RESPONSIBILITIES OF DIFFERENT CATAGORIES OF STAFF UNDER DVC UNIT
1.
Senior
Biologist/Biologist/Entomologist
a)
Will
look after the activities of DVC unit.
b)
Should
thoroughly familiarize himself with the area and the staff working under him.
c)
Will
carry out vector surveillance independently and initiate and facilitate vector
control activities as per the direction of DMO (H).
d)
Will
prepare a mosquito profile and vector mapping of the district.
e)
Maintain
the existing morbidity management clinics and static clinics.
f)
Will
prepare a monthly schedule to undertake all the activities of the unit properly
and systematically and get the schedule approved by the DMO (H).
g)
Should
prepare a monthly advanced tour program of Assistant Entomologist (AE) and
Filaria Inspector (FI) to ensure all activities are covered and should impress
upon each subordinate staff about the activities.
h)
Will
assist the DMO (H) with all relevant details of his work.
i)
Will
be responsible for the discipline of the staff and for proper carrying out of
the routine activities.
j)
Will
also discharge any other duties as directed by the DMO (H).
2.Assistant Entomologist
a)
Will
work under the technical control of the unit officer (Senior Biologist/
Biologist/ Entomologist)
b)
Will
help the unit officer in vector surveillance, vector control activities and
management of Morbidity Management Clinics and Static clinics.
c)
Will
assist the unit officer to carry out all the entomological investigations and to assess
the entomological parameters such as vector density, infection and infectivity
rates, parity rates, susceptibility status to insecticide, Bio - assay etc.
d)
Should
have sufficient knowledge about all the techniques of collection of adult and
immature stage of mosquitoes.
e)
Should
have sufficient experience in the identification of adult mosquitoes and
immature stages.
f) Will also discharge any other duties
directed by the unit officer.
3.Filaria Inspector Gr I
a)
Will
be responsible for the proper output of the staff under him.
b)
Will
ensure the equipments under him are in proper working condition and that necessary
stock off insecticides and other logistics are available.
c)
Should
undertake the concurrent supervision of the activities.
d)
Should
help the Senior Biologist/ Biologist/ Entomologist to carry out the duties.
e)
Will
organize and supervise daily operations in the assigned areas and ensure the
quality of the spray operations.
f)
Should
spot out the undetected breeding sites and inform the subordinate to eliminate
the breeding subsequently.
g)
Will
help the unit officer in management of Morbidity Management Clinics and Static
Clinics.
h)
Will
be the custodian of the equipments and articles for vector control and surveillance
activities.
i)
Will
be responsible for the proper maintenance of the morbidity management clinics.
j)
Will
also discharge any other duties as directed by the unit officer.
4.Filaria Inspector Gr II
a)
Will
ensure that the Field Assistant, Insect Collector, Field Workers and other
staff under him carry out vector control activities such as source reduction
activities, Larvicidal activities, Indore residual spray, Space spray etc.
promptly.
b)
Will
ensure that the equipments are in good working condition and are daily looked
after.
c)
Should
carry out a map showing the respective areas and daily work.
d)
Show
the entire breeding place in the respective areas.
e)
Should
issue the equipment and other articles in the morning and get the same back
after completion of the work.
f)
Should
fix the responsibility for the loss of any equipment or any parts thereof and
should report to the unit officer for necessary.
g)
Will
also discharge the duties of Filaria Inspector Gr I where ever the post is not available.
h) Will also discharge any other duties
as directed by the unit officer.
5.Insect Collector
a) Should be very honest in the
collection and recording of entomological data.
b) Should thoroughly familiarize with
entomological techniques such as collection of adult and immature stage if
mosquitoes, identification, dissection etc.
c)
Will process necessary equipments for entomological collection such as one
aspirator tube, dipper, pipettes etc. and will carry all these articles while
on duty.
d) Will carry out entomological
collection in different areas of the districts.
e) Work out the entomological indices
and make chart and graphs.
f) Submit detailed report to Assistant
Entomologist/ Filaria Inspector.
g) Will also discharge any other duties
as directed unit officer.
Entomological survey for Dengue and
Chikengunia
1. Larval survey 7 am - 1 pm
2. Adult survey 8.30 am -10.30 am OR 4.30 pm - 6.00 pm
Entomological survey for Malaria
1. Adult survey - Dusk/ Evening collection
: 6 pm - 11 pm
Dawn/
Morning collection : 5 am - 7 am
Whole
night collection : 6 pm - 7 am
Pyrithrum
spray collection : 7 am - 1 pm
Entomological survey for JE
1. Adult survey (Dusk collection) : 6 pm - 10 pm
2. Larval survey : 7 am -
1 pm
Entomological survey for Lymphatic
filariasis
1. Adult survey : 7 am
- 10.30 am
2. Larval survey : 7 am -
1 pm
6.Field Assistant
a)
Each
field assistant will be in charge of one squad of five field workers.
b)
Should
be thoroughly familiar with the nature and purpose of work entrusted to him.
c)
Will
carry out a copy of map of the area showing the breeding sites.
d)
Should
furnish account of larvicides/ Insecticides received and used during the day to
the Filaria Inspector.
e)
Will
be responsible for the immediate supervision of the all vector control
operations.
f)
Will
be personally responsible for proper maintenance and the safety of equipments
supplied for vector control.
g)
Should
distribute the work of the field workers in such a way that the responsibility
of each of them could be pinned down and at the same time he should be able to
see each of them from time to time while on work.
h)
Will
maintain a diary of work done and present the same to the visiting supervisor.
i)
Will
supervise the source reduction activities, spray and fogging operations and
keep all the records.
j)
Will
ensure the quality of spray.
k)
Attend
Morbidity Management Clinics.
l)
Submit
detailed reports to Assistant Entomologist/ Filaria Inspector.
m) Will also discharge any other duties
as directed by the unit officer.
7.Laboratory Technician
a)
Should
assist in the collection of blood smear in the night survey.
b)
Will
be responsible for examination of blood smear for Malaria and Filaria and
submit reports.
c)
Carryout
Identification & Dissection of mosquitoes along with Insect Collector and
record entomological parameters.
d)
Will
also conduct susceptibility tests, bio-assay etc. as directed by the unit
officer.
e)
Maintenance
of records in the laboratory and display various indices in the form of charts
and graphs.
f)
Proper
maintenance, care and cleanliness of the laboratory and laboratory equipments.
g)
Will
collect blood samples for serological studies of vector borne diseases.
h)
Will
attend filarial static clinic.
i)
Will
also discharge any other duties as directed by the unit officer.
8.Field Worker
a)
Should
ensure that the equipments are in proper working conditions.
b)
Should
apply larvicides thoroughly in all the breeding sites of the areas assigned to
him.
c)
Should
undertake indoor residual spray, Fogging operations, Indoor space spray, source
reduction activities etc.
d)
Removal
of aquatic vegetation’s as and when required.
e)
Will
obey the instructions of Field Assistants for all sorts of duties connected
with anti-larval and anti-adult measures assigned to him.
f)
Will
carry out morbidity management activities in the clinics.
g)
Will
be responsible for the cleaning and proper maintenance of vector control
equipments.
h) Will also discharge any other duties
as directed by the unit officer.
